BIDs are proven to work by providing services that improve the
overall viability of business districts - resulting in higher property
values and sales.

     Provisions of California's 1994 BID law:
  • Wide range of activities - security, maintenance, marketing, street beautification, parking, etc.
  • Private sector services, not government
  • Property and business owner Board of Directors
  • 10 year life with controls on assessments


Grant Application

The Hollywood Media District makes several contributions each year to non-profits within the BID boundaries, or non-profits that provide a service within the district. Hollywood Media District Formation

In January of 2000, after two years of community organizing, The Hollywood Media District (HMD) formed a property-based Business Improvement District comprised of 220 commercial property owners.
The BID renewed in 2005 for another 10 years! In addition to renewing, the BID expanded to the West, to the border of West Hollywood (approximately LaBrea Avenue.) Many parcels were picked up on the east boundary of the BID as well, bringing the total to over 300 commercial property owners.

Each property owner within the district pays a proportional share of the annual budget based on the gross building square footage and lot size. Currently the HMD has an annual budget of $1,030,021 per year and is established for a 10 year term with a review after 5 years. Funds are collected through the City of Los Angeles County Assessors Office.

The Hollywood Media District has one operations coordinator, a Management Consultant, and a 17 member Board of Directors.

The guidelines for the budget expenditures were determined in advance of the district's establishment, and drafted into a district plan. The HMD has committed 60% of its fund to Public Safety Patrols, 20% to Maintenance Teams, 5% to Community Improvements, 10.6% to Program Administration, 2.4% to BID Reserve/Contingency, and 2% to the City Collection Fee.

Mission

The Hollywood Media District's mission is to build the premier Media District within the City of Los Angeles so that

  • Local studios can attract television, film and commercial production companies
  • Local post production firms can expand their services
  • Local restaurants and shops can thrive
  • The local live theatre district becomes a thriving hub or legitimate theater
  • The neighborhood is a safe and pleasant environment for the residents around it and the employees who work in it

Improve Transit Related Infrastructure

  • Build parking structures (East and West end of district)

  • Make it nicer to WALK around the district

  • Improve pedestrian environment throughout the district
  • Improve lighting - add security and building façade lighting
